Bootlegging is the practice of manufacturing illicit copies of prohibited material (booze in 1920s America, movies, music and other creative work today) and distributing same for money. Not to be confused with piracy, which is a rather more savage venture, popular off the coast of Somalia (as well, of course, as in the British Space Empire).

Sloppy use of language? The British Space Empire gives it a stern look.

Even though bootlegging is often the foreseeable consequence of broken market systems, it is still wrong and still deprives artists and other creative types of their rightful dues.
